Reworked Website with new Data Handling section

Reworked UCTE Website with new data handling and data portal section.

The reworked UCTE website makes a clear differentiation between information about UCTE activities and its products and working structure. Consequently, the new data handling section gives information about the data handling activities of UCTE, the different data that is collected and the different purposes it is used for. The new data portal now aggregates all information that is related to data - from queries to the online database to statistically prepared data. Statistical publications can still be found in the publications section. All of these information are bundled in the new resources section of the UCTE Website
